The brigades of N. Rybin and A. Gaimerzaev are enlarged, complex, but not self—supporting. Their managers consider the lack of stable work volumes during the year to be the main reason for the current situation. In summer, for example, taking into account the people attracted from outside, up to 400 people work at the port, in winter there are 100 remaining. This is one of the main production problems that currently neither the port administration nor the JTC are able to solve.
  The Salavat Yulaev arrived at its home port. The council's work draws attention to the fact that all its meetings were attended by only about half of the participants — from 27 to 38 people. Due to such low attendance, Chairman N. Privalov was forced to raise the issue of taking measures against undisciplined members of the STK. A solution appeared: the labor collectives of the port's divisions should discuss the work of their chosen representatives and, if they did not justify their trust, remove them from the board and replace them with others. A year has passed since then, but the maximum attendance at meetings has remained at 381.
  In April 1988, the Presidium of the Central Committee of the Trade Union of Marine and River Fleet Workers considered the issue of introducing an occupational safety and health management system (OSMS) in the Arkhangelsk port and recognized the inefficiency of work in this area. The total number of accidents in the port has hardly decreased over the past three years, and in 1987 their frequency increased and exceeded the average for the ports of the Ministry of Marine Fleet.
  The port's departments pay insufficient attention to training employees in safe working practices and providing qualified on-the-job training. The work on the prevention of occupational injuries has been poorly carried out. The maintenance and operation of steel slings and other lifting devices are still in poor condition, and there are serious violations of electrical safety regulations. The supply of workers with overalls and shoes leaves much to be desired. The heads of a number of departments have little control over the sanitary condition of household premises.
  It would seem that the acute labor protection situation in the port should alarm its public organizations. However, they did not support the initiative of the industry's advanced teams, who assumed collective responsibility for ensuring safe working conditions.
  But in the past, the Northerners were the initiators of the introduction of many valuable initiatives aimed at high-speed processing of ships and wagons.
  In general, the Arkhangelsk port workers have enough difficulties. Self-financing has not yet become a full-fledged owner on the harbor berths. And this already depends on the activity of the labor collective and its Council. We must remember that there is no time to build up.
  The Board of the Ministry of Maritime Transport and the Presidium of the Central Committee of the trade union considered the issue of the work of the Transflot service of the Far Eastern Shipping Company. Recently, the service has improved the service of ships in the ports of the shipping company — the number of ship applications completed in 1988 with satisfactory quality, in the opinion of the ship's crews, amounted to 96% of those received.
  The following problems have been practically solved: the service carries out the distribution of supplies to the storerooms of ships and the removal of decommissioned property. Mooring operations are provided around the clock by mooring crews without involving ship crews. The registration of ship arrivals and wastes is carried out by the Transflot. Household appliances are repaired on board ships or at the request of seafarers at home. At the request of the captains, vehicles are assigned to the ships to resolve official issues. A regular bus service is provided in the port of Vladivostok to deliver crew members to various areas of the port. Pavilions equipped with telephones are installed at the berth of the seafarers' raid service; a TV, tea, and coffee are at the sailors' disposal. Transflot has signed contracts with a number of city organizations for the provision of services to crew members. A transport cooperative has been established at Transflot.
