The rallies began to organize the leftist forces that demanded not only the free expropriation of the AINK concession, but also the provision of freedom of activity to democratic organizations and the breakdown of military agreements with the United States. On April 28, the Majlis approved the law on the procedure for the implementation of nationalization proposed by the Mosaddyka Commission. According to the law, the Iranian government should have immediately entered into the property of AINK. Iran received an indisputable right to all income from oil and oil products. In Art. 5 provided for the creation of the Iranian National Oil Company. The implementation of the law was assigned to a special, so -called mixed commission consisting of deputies of both chambers and the Minister of Finance. Iran agreed to pay a fair compensation - up to 25 of its future oil revenues.
